National Workshop on

Sponsored by AICTE, Govt. of India

Introduction

The new technologies that are changing our world are not a panacea or a magic bullet. But they are, without doubt, enormously powerful tools for development. They create jobs. They are transforming education, health care, commerce, politics and more. They can help in the delivery of humanitarian assistance and even contribute to peace and security

- Kofi Annan

Development essentially includes progress of the masses. This endorses the fact that technological development cannot be complete unless the masses are benefited by technological interventions. Information and Communication Technology (ICT) is one such effective tool that can bring about drastic changes in the lives of people. For instance, ITC’s e-Chaupal has given the farmers an opportunity to lower transaction costs, receive competitive prices and generate higher income. India’s rural e-governance through State Wide Area Networks (SWAN) has shown ways to improve the reach, increase transparency and reduce processing costs for district and state administration. Similarly, business incubation projects are proving to be beneficial for young businesses throughout the nation. It facilitates support in the form of information, contacts and resources.

In Orissa, the ICT efforts for promoting Micro Small and Medium Enterprises (MSME) and rural development are visible in ICT programmes such as GRAMSAT, Orissa State Portal, Secretariat LAN, Secretariat Training Facility, Unicode Oriya Project, Bhulekh, ORIS, and so on… But invariably all such efforts have emphasized public private partnership for capacity building. Capacity building, here, implies that a large number of people associated with the ICT programs have to be trained on utilization of ICT interventions for development. This calls for multiple exercises starting from a one-to-one interaction to workshops and seminars.
